Frazier Law Expands Into Texas with Two New Hires

Frazier Law, PLLC is excited to announce the opening of our Texas office and the addition of two talented attorneys to the team: Phillip Gordon and Steven R. Laxton, who both join as Partners.
This expansion has been a strategic priority for the firm. Since its founding, Frazier Law has been focused on building a practice that can serve clients across multiple jurisdictions without sacrificing the hands-on, relationship-driven approach that sets the firm apart. Texas is a natural fit — and Phil and Steven are the right people to help make it happen.
Phillip Gordon

Phil spent nearly a decade at one of the nation’s foremost political law firms in Washington, D.C., where he litigated redistricting and constitutional cases nationwide, navigated federal regulatory systems, and counseled political committees, trade associations, advocacy organizations, and nonprofits on election law and lobbying compliance. His appellate experience includes authoring or co-authoring party and amici briefs before the United States Supreme Court in cases including Moore v. Harper, Alexander v. South Carolina State Conference of the NAACP, and Gill v. Whitford. He also served as Associate Counsel to the 58th Presidential Inaugural Committee.Â
Phil will anchor the firm’s Public Interest & Political Law practice and will contribute across several additional practice areas, including the Appellate Practice, Business Litigation & Alternative Dispute Resolution, Construction, Real Estate, and Regulatory & Financial Services practice areas.
Phil is licensed in Texas, Virginia, and the District of Columbia, and is admitted to the bar of the Supreme Court of the United States. He earned his J.D. from Baylor Law School, a Master of Science in Community and Regional Planning from the University of Texas at Austin, and a B.A. in Philosophy from California State University, Los Angeles.
Steven Laxton

Steven joins Frazier Law, PLLC after practicing at two AmLaw50 firms. As an experienced intellectual property litigation attorney, Steven combines his knowledge of law, technology, and engineering into a practice focused on complex disputes involving cutting-edge technology, intellectual property, and technical innovation. Steven’s hands-on technical background allows him to translate intricate technical details into compelling legal arguments, with experience spanning litigation involving electronics, consumer devices, website and mobile application software, hydraulic fracturing, cooling systems, and more.
Steven will anchor the firm’s Intellectual Property practice, and will also contribute across the Business Litigation & Alternative Dispute Resolution, Local Counsel, and Outside General Counsel, and related practice areas.Â
Steven’s technical background includes academic research at Texas A&M in fiber optics, photonic integrated circuits, micro and nanofabrication, and other device sciences and methods of fabrication. Prior to his most recent role at Greenberg Traurig, Steven served as a judicial law clerk for Magistrate Judge Roy S. Payne in the Eastern District of Texas, Marshall Division — one of the busiest patent dockets in the country.
